If you're installing, replacing or changing an on-site system in the Toowoomba Regional Council area, the work generally needs plumbing approval from council before it starts. This page summarises council and Queensland Government guidance. It isn't council advice, and we aren't affiliated with council.

What needs approval

Toowoomba Regional Council says installing or altering an on-site sewerage facility (OSSF) needs a plumbing approval. Applications are assessed under the Plumbing and Drainage Act 2018, the Queensland Plumbing and Wastewater Code and AS/NZS 1546 and 1547. Systems over 20 equivalent persons need a separate environmental approval (ERA 63).

What goes in the application

  1. Site and soil evaluation: assesses soil, slope and the space for treated effluent.
  2. OSSF design: the system type, size and land application area.
  3. Drainage design: how the house drains connect to the system.

Your licensed plumber or designer usually prepares and lodges this. Council says unsewered applications may take up to 10 business days to assess, and a permit is issued if approved (council application page).

Treatment plant approvals

Business Queensland says treatment plants (like an AWTS) must have a valid Queensland treatment plant approval. Lapsed, withdrawn or superseded models can't be installed. Plain septic or primary systems don't need one (Business Queensland).

After it's installed

  • Keep a service agreement for treatment plants, commonly serviced every 3 months. The servicing licensee must send council a written report within one month and give the owner a copy (QBCC guide).
  • Keep sprinklers in the approved area. Effluent must stay within your boundary.
  • Council monitors maintenance of on-site systems.

Alterations and decommissioning

Altering a system also needs approval. Ask your plumber before moving the irrigation area or adding bedrooms to the house. When a system is replaced or a property connects to sewer, the old tank must be decommissioned as council's guidance describes. See new systems & replacement.
